We agreed this section should be short - 2-3 pages - that the emphasis should be on now, but the history is important too. This section can be short in the report and then refer to the website fro additional info.

It seems helpful to separate the early history of CLA from the more recent history. A convenient dividing line is the Retreat which took place in Early May of 1998. It was during this retreat that a group of counties agreed to form the ILF - and it was in the ILF over the last 2 years where the seed which was CLA became the well defined, integrated and consolidated model that it is today.
