This
element has been the most difficult to define in a way that leads to consensus
and clarity. In the December 2000 ILF, we did some work that may support a
significant next step. We began by
identifying a few questions that this prong of the pitchfork needs to help us
answer, and then grouping these questions into 2 major categories:
